How many people fill out Form 851 each year?
What is that number? What would that number be if we all filled it out? There are so many interesting questions, and the answers don't seem to matter. There is whether it's better to be dead or alive...or even if the people filling out this form deserve the benefit of the doubt. The first problem for the IRS is that whether to count as “income” an itemizes deduction or the standard deduction in a year is usually answered by someone, be it a lawyer, accountant, or some other person, so that when the form 851 is mailed to the taxpayer's address, the person answering the question probably does know that, and therefore, does not answer it because of the answer they think the individual claiming the standard deduction should be making. This is very problematic, because we don't think of people using tax software or the telephone to answer questions about taxes, so we need someone to answer our question, even when the individual claiming the standard deduction is supposed to have the right answer. The second problem for the IRS is that the standard deduction is not really worth the paper (or fax or postal mail) it's printed on as long as the average US citizen is not saving for retirement in order that they would eventually have no more tax to pay. Many other taxes (and services, such as Social Security) are also not worth saving on — so the typical US person just saves as much as they are able to. I have not researched the specifics, but one thing that might be done is to provide a “no-cost Roth IRA that pays 0.9% per year” for every year you have paid into the account, so that we could count that as “saving” for retirement (and still not count the deduction in the IRS), or, “only allow this Roth IRA to be used at my current address for the lifetime of my account, so that my tax bill will not increase if I leave this address and move to a different address, thereby changing tax residence”. It's easy if you're a tax geek to figure out how one or more of these problems can be solved easily, because there are a variety of clever solutions, and there's good reason to believe that most people would be willing to work together to make things work.
